On August 1, 2022, in Ba Ria City, Petrovietnam University (PVU) signed a cooperation agreement with the New Mexico Institute of Mining and Technology (NMT, USA), a leading STEM institution in the US.

The visit and meeting at PVU were led by Dr. Stephen G. Wells, President of NMT.

Representing PVU at the signing ceremony were Dr. Phan Minh Quoc Binh - President of PVU; Dr. Le Quoc Phong - Head of the Training Department; Dr. Vu Minh Hung - Head of the Basic Science Department; Dr. Pham Bao Ngoc - Head of the Petroleum Faculty; Dr. Truong Thanh Tuan - Deputy Head of the Foreign Affairs & Science and Technology Department, along with leaders of various departments and centers of the university.

Stephen G. Wells and other notable guests from NMT, marking the third meeting between the leaders of NMT and PVU and the second held at PVU. He highlighted PVU's achievements and the successful implementation of the cooperation agreement previously signed between PVU and NMT.
Dr. Phan Minh Quoc Binh mentioned that in April 2020, PVU was accredited by the Vietnam Ministry of Education and Training, affirming its compliance with Vietnamese higher education standards. Following this achievement, in December 2021, PVU successfully accredited three undergraduate programs (Petroleum Engineering, Chemical Engineering, and Geological Engineering) according to the ABET standards in the US, making it the first university in Vietnam to have three ABET-accredited programs in these fields.

Dr. Stephen G. Wells, in his speech, praised PVU's impressive achievements and noted PVU's significant growth among NMT's Vietnamese partners. He emphasized NMT's eagerness for closer cooperation with PVU in the future, given the similarities between the two institutions. Dr. Wells also shared NMT's recent transformations, including the development of online learning models and resources, and the adaptation of teaching methodologies for online education. He highlighted NMT's high completion rate (82%), research achievements, and support for international students.

In 2019, PVU and NMT had previously signed a 2+3 joint undergraduate training contract in Petroleum Engineering, Chemical Engineering, and Earth/Geological Sciences. Following the success of this undergraduate program, in 2022, PVU and NMT further agreed to a 1+1 joint Master's program in Petroleum Engineering, where students spend one year at PVU and one year at NMT. The Master's degree awarded by NMT offers special tuition rates for PVU students, and high-achieving students in the program may receive scholarships covering tuition and living expenses during their studies at NMT. Additionally, the program provides opportunities for students to work in the US and pursue PhD research at NMT.

The event concluded with exchanges, presentations, and a commemorative photo session, marking the strengthened collaboration between PVU and NMT.

On July 21st, in Da Nang City, Petrovietnam University (PVU) and Duy Tan University (DTU) signed a Memorandum of Understanding (MOU) on collaboration in training and scientific research.

This partnership aims to boost the development strategy and enhance the stature of both institutions, contributing to higher education and the development of high-quality human resources, thereby aiding in the country's socio-economic growth.

Attending the signing ceremony from PVU were Dr. Phan Minh Quoc Binh - President of the University, Dr. Le Quoc Phong - Head of the Training Department, Mr. Nguyen Thai Dat - Head of the Organizational Administration Department, Mr. Chau Khieu Minh - Director of the Advanced Training Center, Dr. Truong Thanh Tuan - Deputy Head of Foreign Affairs and Science & Technology, and Dr. Duong Chi Trung - Head of the Petroleum Refining Department. DTU was represented by Dr. Le Nguyen Bao - President of the University, Dr. Tran Nhat Tan - Vice President, Assoc. Prof. Dr. Ha Dac Binh - Dean of the School of Technology, Dr. Truong Tien Vu - Head of Science and Technology, Assoc. Prof. Dr. Nguyen Ngoc Hieu - Head of the High-Tech Research and Development Institute, Dr. Nguyen Duc Hien - Head of the Business Cooperation Department, along with leaders of various departments, faculties, staff, and lecturers.
Dr. Phan Minh Quoc Binh expressed his pleasure and excitement about the collaboration with DTU and emphasized the importance of this cooperation for the development of both PVU and DTU. He extended a deep gratitude to DTU's leadership for their support and eagerness to foster this collaboration. Dr. Binh hoped that the detailed terms of the MOU signed at the ceremony would soon be implemented, particularly enhancing scientific research cooperation.
Dr. Binh also introduced PVU, located in Ba Ria City, the heart of Vietnam's oil industry, and its continuous modernization and digital transformation to align with the energy transition trends in training sectors. In December 2021, PVU successfully conducted an ABET accreditation for three programs: Geological Engineering, Petroleum Engineering, and Chemical Engineering, receiving high evaluations for all three programs. PVU is committed to training high-quality human resources, linking education with scientific research and business production, and ensuring the sustainable development of Vietnam's oil industry and national energy sector.

Dr. Le Nguyen Bao, President of DTU, thanked Dr. Phan Minh Quoc Binh and PVU's delegation for their visit and work at DTU. He expressed his happiness about the officially signed MOU, opening many opportunities for cooperation and development between the two universities. He also highly regarded PVU's training model after viewing an introductory video about PVU and the discussions with PVU's delegation.

PVU and DTU leadership formally signed a 5-year cooperation MOU, covering the period 2022-2027. The MOU specifies collaboration in training, scientific research, education quality assurance and accreditation, innovative entrepreneurship, and technology transfer.

The agreement between PVU and DTU will also contribute to diversifying PVU's disciplines in the future. The signing ceremony concluded successfully, paving the way for the development of both PVU and DTU, and opening up new opportunities for cooperation between the two institutions.

Recently, Petrovietnam University (PVU) solemnly organized a ceremony in Ba Ria City to sign a Memorandum of Understanding (MOU) with the Ho Chi Minh City University of Technology (HCMUT), part of the Vietnam National University-Ho Chi Minh City. The event was attended by prominent educational and government figures including Ms. Ngo Thi Minh – Deputy Minister of Education and Training, representatives from the Ministry of Education and Training, local government officials, and members from Petrovietnam.

PVU was represented by Dr. Nguyen Anh Duc – Chairman of the University Council and Director of the Vietnam Petroleum Institute, Dr. Phan Minh Quoc Binh - President of PVU, along with teachers and students. HCMUT's delegation included Assoc. Prof. Dr. Mai Thanh Phong – President, Assoc. Prof. Dr. Lai Quoc Dat – Head of the International Relations Office, Dr. Pham Tan Thi – Head of Science, Technology and Project Department, and other leaders from various departments.

HCMUT

HCMUT, established in October 1957 as the Phu Tho National Center of Technology, is the oldest technical university in Southern Vietnam, renowned for its engineering and technology programs.

PVU, established by the Prime Minister's Decision No. 2157/QD-TTg on November 25, 2010, as a special public university under Petrovietnam, is a leading petroleum-specialized university in Vietnam and the first in the country with ABET-accredited programs in Petroleum Engineering, Chemical Engineering, and Geological Engineering.

During the ceremony, Assoc. Prof. Dr. Mai Thanh Phong commended PVU for achieving official ABET accreditation for its three programs and successfully holding a graduation ceremony for its 7th batch of students and an inauguration for the 11th batch.

The MOU between PVU and HCMUT focuses on collaboration in scientific research and technology transfer, training, entrepreneurship, and innovation. Specific agreements include establishing joint research groups, organizing conferences on mutual areas of interest, collaborating on research projects for Petrovietnam and other partners, and offering scientific research and technology transfer services. In education, both universities will cooperate in equivalent course training, international sponsorship project development, faculty exchange, quality assurance, joint student activities, and training services as per business needs. They also plan to develop an innovative and entrepreneurial ecosystem.
The agreement aims to enhance the comprehensive, long-term relationship between PVU and HCMUT, leveraging each institution's strengths for mutual benefit and development.

The ceremony concluded with the exchange of gifts and a commemorative photo session, symbolizing the start of a fruitful collaboration between PVU and HCMUT. Based on the MOU, both universities will develop annual cooperation plans for the next five years and jointly evaluate and agree on specific activities for the following year.

On September 27, 2022, in Ba Ria City, Petrovietnam University (PVU) successfully signed a Memorandum of Understanding (MOU) with the Petroleum and Petrochemical College (PPC) of Chulalongkorn University (CU), Thailand.

This event marks a strategic move by PVU to enhance its educational quality and strengthen international cooperation.

Representatives from PVU introduced the university, its staff, departments, and various educational and international cooperative programs. Dr. Phan Minh Quoc Binh from PVU and Dr. Pramoch Ransunvigit from PPC led the signing of the cooperation agreement.

During the meeting, Dr. Binh and Dr. Ransunvigit, along with leaders from both institutions, discussed scientific research collaborations and proposed a 4+1 master's program. This program allows PVU graduates to pursue an additional year of study at PPC to obtain a master's degree.

The MOU, valid indefinitely unless terminated by either party, focuses on areas such as expert, faculty, and student exchanges; co-supervision of postgraduate research; collaborative scientific research projects; information and research paper exchanges; experience sharing in research, teaching, training, and community activities; joint organization of scientific conferences and seminars; development of future training programs; and sharing scholarship information for students.

The visit included a tour of PVU's laboratory facilities by the PPC delegation. PPC, a postgraduate education unit of Chulalongkorn University, focuses on advanced petroleum technology research. Chulalongkorn University, located in Bangkok, is the oldest university in Thailand and highly regarded nationally and regionally.

The signing of the MOU signifies the beginning of a promising diplomatic and friendly relationship between the two institutions, with both parties looking forward to implementing meaningful and practical cooperative activities, including joint scientific research and international publications.

On December 20, 2023, in Ba Ria City, the Vietsovpetro joint venture, a collaboration between Vietnam and Russia, signed a cooperation agreement with Petrovietnam University (PVU) and awarded 25 scholarships to its students.

The event was attended by prominent figures from Vietsovpetro, including Deputy General Director Mai Dang Tuan, Deputy Head of Human Resources Vo Van Chau, Deputy Head of Geology and Mining Le Hong Quan, and representatives from various departments.

PVU welcomed the delegation, led by its President, Dr. Phan Minh Quoc Binh, along with members of the university's administrative board and leaders of its departments and centers. He highlighted PVU's attainment of the ABET standard and its ongoing commitment to quality and reputation, along with the university's intensified research efforts.

Mr. Mai Dang Tuan congratulated PVU on its accomplishments and expressed his pleasure in visiting and working with PVU. He gave an overview of Vietsovpetro's history and development, noting its significant achievements in oil extraction and revenue generation over 42 years. He also discussed Vietsovpetro's capabilities and experience in providing high-quality services in the oil, gas, and renewable energy sectors, and its exploration of investment opportunities in renewable energy fields, especially offshore wind power and hydrogen technology.

The meeting included discussions on human resource development, technical services, scientific research, and other collaborative activities based on the strengths of both organizations.

The signed agreement included provisions for joint training and research initiatives, facility visits, and participation in professional activities and academic conferences. PVU will collaborate with Vietsovpetro to organize master's degree courses for its employees based on specific training needs, and both parties will work together on long-term scientific research programs and technology applications.

In his speech, Mr. Mai Dang Tuan emphasized the cooperation agreement's demonstration of the close interaction between the production and educational units and their commitment to applying the latest knowledge and technology for community and societal benefits. He expressed confidence that the partnership would enhance training quality, research, and application of advanced science and technology, thereby improving human resource quality and business efficiency.

Student Le Thi Bich Thao, representing the scholarship recipients, expressed gratitude for the support, which she described as both financial aid and a motivation for further academic and personal development.

Dr. Phan Minh Quoc Binh expressed his gratitude to Vietsovpetro for their ongoing support and looked forward to continued collaboration. He congratulated the scholarship recipients and encouraged them to strive in their studies and contribute to the development of the joint venture, Petrovietnam, and Vietnam's oil, gas, and energy sectors.

On October 7, 2023, in Ba Ria City, Petrovietnam University (PVU) signed a cooperation agreement with the University of Tulsa, USA.

The signing ceremony was attended by notable figures from both institutions. From PVU, there were Dr. Phan Minh Quoc Binh - President, Dr. Le Quoc Phong - Vice President, Dr. Vu Minh Hung - Head of the Basic Science Department, Dr. Bui Thanh Binh - Head of the Petroleum Faculty, and Dr. Truong Thanh Tuan - Head of the Foreign Affairs & Science and Technology Department, along with Assoc. Prof. Dr. Le Van Sy - Vice President of the Petroleum College.

Representing the University of Tulsa (TU) were Dr. Vivian Wang - Vice President in charge of International Cooperation and Ms. Nguyen Thu Dung - TU's representative in Vietnam. Established in 1894 in Tulsa, Oklahoma, USA, TU has established itself as a leading university in the United States, ranking among the top 100 in the country.

The cooperation agreement aims to enhance training quality, develop human resources, support students with scholarships, and foster comprehensive cooperation between PVU and TU. This partnership reaffirms the strong, long-term relationship between the two institutions. In addition to training and research, the agreement opens opportunities for extensive collaboration in various fields. Both parties anticipate mutual benefits for students, faculty, and their respective organizations.
Highlights of the agreement include the Visiting Scholars program, where TU will host a PVU faculty member each semester to conduct research and improve teaching quality. The discussion also covered future collaborations, including summer internship opportunities for students from both countries, student exchange programs, preferential tuition fees for PVU students at TU, scholarships for outstanding PVU postgraduate students, sharing online teaching resources, short-term courses taught by TU faculty at PVU, and joint research and development projects.

On the afternoon of March 28, in Ba Ria City, Petrovietnam University (PVU) hosted and signed a cooperation agreement with the Vietnam Petroleum Association (VPA).

The signing ceremony and meeting were attended by VPA representatives including Dr. Nguyen Quoc Thap - Chairman of the Association, Mr. Pham Van Huy - Secretary-General, Dr. Dinh Van Son - Head of Foreign Affairs, Mr. Le Duy Phuc - Deputy Chief of Office, and Mr. Nguyen Van Duc - Chairman of the Vung Tau Petroleum Sub-Association. Mr. Pham Thuan Thien, Deputy Editor-in-Charge of New Energy Magazine/PetroTimes, was also present.

The cooperation between PVU and VPA involves consulting and reviewing training programs, course structures, curricula, and participating in short-term and advanced training courses. They will jointly conduct scientific research and technological development projects in petroleum fields, consult and review programs, projects, and research topics, and collaborate in organizing and participating in conferences, seminars, and field surveys.
