On August 1, 2022, in Ba Ria City, Petrovietnam University (PVU) signed a cooperation agreement with the New Mexico Institute of Mining and Technology (NMT, USA), a leading STEM institution in the US.
The visit and meeting at PVU were led by Dr. Stephen G. Wells, President of NMT.

Stephen G. Wells and other notable guests from NMT, marking the third meeting between the leaders of NMT and PVU and the second held at PVU. He highlighted PVU's achievements and the successful implementation of the cooperation agreement previously signed between PVU and NMT.
Dr. Phan Minh Quoc Binh mentioned that in April 2020, PVU was accredited by the Vietnam Ministry of Education and Training, affirming its compliance with Vietnamese higher education standards. Following this achievement, in December 2021, PVU successfully accredited three undergraduate programs (Petroleum Engineering, Chemical Engineering, and Geological Engineering) according to the ABET standards in the US, making it the first university in Vietnam to have three ABET-accredited programs in these fields.

Dr. Stephen G. Wells, in his speech, praised PVU's impressive achievements and noted PVU's significant growth among NMT's Vietnamese partners. He emphasized NMT's eagerness for closer cooperation with PVU in the future, given the similarities between the two institutions. Dr. Wells also shared NMT's recent transformations, including the development of online learning models and resources, and the adaptation of teaching methodologies for online education. He highlighted NMT's high completion rate (82%), research achievements, and support for international students.

In 2019, PVU and NMT had previously signed a 2+3 joint undergraduate training contract in Petroleum Engineering, Chemical Engineering, and Earth/Geological Sciences. Following the success of this undergraduate program, in 2022, PVU and NMT further agreed to a 1+1 joint Master's program in Petroleum Engineering, where students spend one year at PVU and one year at NMT. The Master's degree awarded by NMT offers special tuition rates for PVU students, and high-achieving students in the program may receive scholarships covering tuition and living expenses during their studies at NMT. Additionally, the program provides opportunities for students to work in the US and pursue PhD research at NMT.

Dr. Phan Minh Quoc Binh expressed his pleasure and excitement about the collaboration with DTU and emphasized the importance of this cooperation for the development of both PVU and DTU. He extended a deep gratitude to DTU's leadership for their support and eagerness to foster this collaboration. Dr. Binh hoped that the detailed terms of the MOU signed at the ceremony would soon be implemented, particularly enhancing scientific research cooperation.
Dr. Binh also introduced PVU, located in Ba Ria City, the heart of Vietnam's oil industry, and its continuous modernization and digital transformation to align with the energy transition trends in training sectors. In December 2021, PVU successfully conducted an ABET accreditation for three programs: Geological Engineering, Petroleum Engineering, and Chemical Engineering, receiving high evaluations for all three programs. PVU is committed to training high-quality human resources, linking education with scientific research and business production, and ensuring the sustainable development of Vietnam's oil industry and national energy sector.

The MOU between PVU and HCMUT focuses on collaboration in scientific research and technology transfer, training, entrepreneurship, and innovation. On October 7, 2023, in Ba Ria City, Petrovietnam University (PVU) signed a cooperation agreement with the University of Tulsa, USA.
The signing ceremony was attended by notable figures from both institutions. From PVU, there were Dr. Phan Minh Quoc Binh - President, Dr. Le Quoc Phong - Vice President, Dr. Vu Minh Hung - Head of the Basic Science Department, Dr. Bui Thanh Binh - Head of the Petroleum Faculty, and Dr. Truong Thanh Tuan - Head of the Foreign Affairs & Science and Technology Department, along with Assoc. Representing the University of Tulsa (TU) were Dr. Vivian Wang - Vice President in charge of International Cooperation and Ms. Nguyen Thu Dung - TU's representative in Vietnam. Established in 1894 in Tulsa, Oklahoma, USA, TU has established itself as a leading university in the United States, ranking among the top 100 in the country.
The cooperation agreement aims to enhance training quality, develop human resources, support students with scholarships, and foster comprehensive cooperation between PVU and TU. This partnership reaffirms the strong, long-term relationship between the two institutions. In addition to training and research, the agreement opens opportunities for extensive collaboration in various fields. Highlights of the agreement include the Visiting Scholars program, where TU will host a PVU faculty member each semester to conduct research and improve teaching quality.
